The East Bay Hills rise sharply to over 1,700 feet within 4 miles of downtown Oakland, meaning SR-13 and SR-24 through the Caldecott Tunnel are the only viable eastward routes — sites positioned west of the hills have drive-time sheds that are dramatically skewed toward the bay plain. The MacArthur Maze at I-880/I-580/I-980 is one of California's most congested interchanges, and any site within a mile of it experiences severely compressed isochrones during peaks.
Franchise developers should target the Fruitvale and Laurel districts along International Boulevard for high daytime population and underserved retail density. The Rockridge and Temescal corridors on College Avenue and Telegraph Avenue serve Oakland's highest-income neighborhoods and are strong candidates for premium service and food concepts with stable weekday and weekend traffic.
